If burned correctly from the ISO file, when you put the DVD into your PCs DVD drive you should see these folders:
AUDIO_TS
VIDEO_TS

Not the ISO file itself.

I've never used DVD Decrypter so I can't help you there. :(

Maybe your AVI file is damaged. You can use VirtualDub for testing it.

ISO file is an image file of the DVD.Almost every CD/DVD burning software supports burning a CD/DVD from ISO file.
Note that you shouldn't just write the ISO file like the regular files. There should be an option to burn the disk from ISO file. There is a big difference.
