Maybe you could try making a dvd image using some short (only a few minutes long) video clip and use a chapterlist like this: 0, 30,60,90,120. If I'm right, the chapters should be 30 seconds long. About subtitles
There are 2 alternatives: 1) .avi file has burnt-in subtitles. That means that the subtitles are hardcoded to the picture. In that case, you don't need external subtitles...in fact, there is no way of getting them off even if you wanted. 2) .avi file hasn't got subtitles. If it hasn't, you can ...

If I make a DVD of an .avi file that's originally neither 4:3 nor 16:9, there are black "boxes" in large white areas, especially in fast-paced action scenes.
